If you are struggling with leveling up, you can do PvP or WvW to gain Tomes of Knowledge which gives you 1 level each. Go start Living World 2, and it will guide you throughout all the lvl 80 content. I waited a long time to start it, and now I really regret not going into it right at 80. Amazing storyline, and doesn't make you feel overwhelmed as it introduces new mechanics to you.

For Factions - It is VERY easy to get to level 20 here. After the second mission, if you have done all the quests on Shing Jea, you should be around lv 18, maybe 19 if you killed mobs for awhile before you started on quests.
